Project Intake Process

All project requests must go through the CPDC Project Intake Process to optimize the use of available resources, align projects with the campus strategic goals and objectives, and effectively manage budgetary considerations. This structured approach ensures that proposed initiatives are thoroughly evaluated, prioritized, and resourced appropriately, driving impactful outcomes that support the University's mission of excellence and innovation.

All project requests must go through the CPDC Project Intake Process to optimize the use of available resources, align projects with the campus strategic goals and objectives, and effectively manage budgetary considerations. This structured approach ensures that proposed initiatives are thoroughly evaluated, prioritized, and resourced appropriately, driving impactful outcomes that support the University's mission of excellence and innovation. 


Intake Process Step 1: The Requestor 


Submit a Request: Complete the Project Intake Form to initiate a new project: 

Project Intake Form

  • Follow-Up Meeting: Within one week, a Project Management Office (PMO) representative will contact you to schedule a follow-up meeting.
  • Information Gathering: During the meeting, the PMO will collect additional details, clarify objectives, and assess project requirements. 
  • Preliminary Classification: Once data collection is complete, the project will be assigned a preliminary classification to guide the next steps. 

 

Intake Process Step 2: CFMS 

  • Request Evaluation: Thoroughly vet all submitted project requests to ensure completeness and alignment with institutional goals AND fire, life-safety concerns. 
  • Project Assessment: Conduct a detailed analysis, including: 
    • Perform project assessment (cost, size, and determine capability type) 
    • Determine if request is project vs task
    • Assign approved projects for execution of project lifecycle. 
  • °ä±ô²¹²õ²õ¾±´Ú¾±³¦²¹³Ù¾±´Ç²Ô: Distinguish between projects (larger, strategic initiatives) and tasks (smaller, operational activities) to ensure appropriate resource allocation. 
  • Project Assignment: Forward approved projects to the CPDC PM and relevant analyst for seamless execution and management. 

Intake Process Step 3: The Directors 

  • Project Leadership: Initiate and lead assigned projects, ensuring alignment with ÌÇÐÄVlogÊÓÆµ's strategic goals and project requirements. 
  • Task Execution: For requests identified as tasks, take swift action to execute and deliver outcomes efficiently, ensuring timely completion. 
  • Collaboration & Oversight: Coordinate with relevant teams, monitor progress, and address any challenges to ensure successful project and task outcomes. 
  • Resource Management: Allocate necessary resources and expertise to drive projects and tasks to successful completion, ensuring quality and consistency.

The review process aims to evaluate each project in alignment with the [need to provide context here] and [xxxxxx]. Feedback will be provided for all potential projects. CFMS is committed to engaging with all process improvement initiatives. A determination will be made to establish whether the request will be handled by the CFMS operations team or the CPDC department. Projects that fall outside of the facilities operation’s teams will be managed scope will be referred to CPDC and other project management groups on campus. 

Upon approval, the Process Innovation Team will collaborate closely with the requester and project sponsor/champion to assemble team members according to the Project Roles and Responsibilities and schedule a project kick-off meeting. There is no service charge for the team's support and analysis. 

All submitted projects will undergo review by the Process Innovation Team following this lifecycle: 

Project Intake Form Incoming projects will be accepted via the intake form, accessible through the Intake Form link. The team will review all new projects and respond to the requester within two weeks. If accepted, a kick-off meeting will be scheduled to discuss the project's goals with your team members. 

The development of a project occurs over of a series of distinct phases. They are: 

  • Pre-schematic programming 
  • Schematic design 
  • Preliminary design (design development) 
  • Construction documents 
  • Bidding 
  • Project construction (construction administration) 
  • Project close-out and acceptance of building from contractor (record drawings) 
  • Post-construction furnishing and campus occupancy (by campus)

WHEN IS A PERMIT REQUIRED? 

Capital Planning, Design and Construction (CPDC) is mandated to enforce building, life-safety, and accessibility codes for all campus construction projects. All design and construction must follow the latest edition of the California Building Code (CBC).   
The California Building Standards Code (Title 24, 2022 Edition) states that no building or structure, with very few exceptions, shall be erected, constructed, enlarged, repaired, moved, improved, removed, converted, or demolished without a building permit issued and approved by the Campus Deputy Building Official: 

  • Any activity that may add, alter or modify Americans with Disabilities Act (ADA) requirements 
  • Building additions, alterations, renovations and/or space improvements 
  • Electrical, mechanical, plumbing or building additions or alterations 
  • Activities involving buildings or roof structures 
  • Any underground or overhead work near or involving major infrastructure 

All campus departments, auxiliaries, vendors, or students proposing to undertake construction projects with their own funds must have the project reviewed and approved by CPDC and have a Building Permit issued before soliciting bids for the construction of the project. 

INSTRUCTIONS: 

  • Complete the project intake form. Plan review and building permit sections will be completed by CPDC. 
  • Submission of the project intake form will initiate the project life cycle. 
  • All plans and specifications shall be fully approved by the Office of Fire Safey, State Fire Marshall (SFM) and Division of State Architect (DSA), if applicable, prior to submitting for a building permit. 
  • A building permit will be issued and returned along with original reproducible plans and specifications upon CPDC approval. 
  • One set of approved plans and specifications shall always be available on the project site. 

Job Order Contracts (JOC) 

  • Complete the project intake form. Plan review and building permit sections will be completed by CPDC. 
  • Submission of the project intake form will initiate the project life cycle.

Job Order Contracts (JOC) 

  • Many small construction and design projects at CPP are accomplished using Job Order Contracts (JOC), which are public works contracts based on a published book of costs. Contractors competitively bid for the work. 
  • Managed by the Project Services team, JOC projects cannot exceed $1,103,000. The term for each JOC is one year or $3 million, or whichever comes first.

HOW TO SUBMIT A PROJECT REQUEST
