Centers can serve to advance research and scholarship, public service, and teaching by focusing on specific goals or priorities. Centers include the collaborative efforts of faculty, staff, and/or students from multiple departments and Colleges. Center outputs can initiate shared research activities around common themes, develop interprofessional education, establish external partnerships, and be the driving force for the submission of proposals to sponsor agencies. Institutes can serve to promote faculty or university interests that are broad through select activities including research and scholarship, public service and teaching. Institutes require the efforts of an interdisciplinary group of faculty, students, and other professionals. Institute outputs can foster public service activities or develop organized programs that help promote the subject matter activity or communal discussions/interests. Overview of Policies Governing Campus Centers and Institutes Policy establishes guidelines for the campus to develop and maintain policies and procedures related to the oversight and reporting of all Campus Centers and Institutes (CCIs) based on systemwide directives. CCIs provide benefits to the CSU and are a part of the university's overall mission. This policy does not apply to systemwide affinity groups, state or federal centers governed by their authority, campus central administrative or service units. This document summarizes the policies, guidelines, procedures and criteria applicable to creating or amending a CCI, annual and periodic reviews, reporting responsibilities, five (5) year review of operations, and the suspension or closure of CCIs. Delegation of Authority The Office of Grants, Research, and Sponsored Programs (GRaSP) is delegated the authority and responsibility for the oversight of CCIs in accordance with existing CSU policy. Functions CCIs do not confer degrees or offer for-credit academic degree instruction, except in the role of supporting units with such authority. Depending on the function of a CCI, the activities will vary and may include: Providing opportunities for professional development of faculty and staff through teaching, research, scholarly and creative activities, and public service. Fostering and facilitating interdisciplinary efforts among disciplines, departments and across colleges. Providing a clearinghouse for information of interest to professionals, and conduct workshops and conferences for continuing education. Enhancing the curriculum by facilitating and supplementing the academic experience of students. Advancing research activities around a central theme. Developing sponsored research activities. Establishing external partnerships by focusing on academic to workforce pipelines or providing research expertise services. Other functions as stated in organizational documents. Each CCI must have a stated purpose/mission statement within the context of one or more of the above functions. The statement provides justification for the existence of the CCI as a specialized organization. The kind of activity associated with CCIs need not readily be associated with a specific academic department or program within the University. Formation and Structure The formation of a CCI requires a proposal that is first submitted to the Office of GRaSP. Any new CCI should not significantly overlap in purpose or scope with any existing CCI. To assure no overlap, a review of the current list of approved CCIs must occur (see HYPERLINK "/grasp/centers-and-institutes.shtml"GRaSP website for descriptions current CCIs). CCI proposals must include the following items (Proposal Templates available at GRaSP Website): Description of CCI Purpose/Mission. Description of functions. Description of research agenda, public service activities, future grant submission plans that are planned for the CCI. Roles and responsibilities of Director(s) and affiliated faculty. Governance structure. By-laws. Detailed Budget and Budget Justification. Equipment, Facilities, and Other Resources to be leveraged. Letter(s) of endorsement from college Deans, Chairs, Directors or appropriate administrator(s). The proposal can be drafted in coordination with the Office of GRaSP. The Office of GRaSP will review the proposal for completeness. Incomplete applications will be returned to the submitting faculty member(s) with comments about what is needed for a complete application. Once completed, containing all the elements listed above, the proposal with finalized CCI documents will be routed for review and approval via Adobe Sign by the Office of GRaSP. Routing for signatures includes the proposed faculty Director(s), Sponsoring College Deans, AVP of GRaSP, Provost and VP for Academic Affairs, and the President. Annual Reporting Once approved, Director(s) shall submit a written annual report to the Office of GRaSP per fiscal year (July 1st through June 30th). The CCI annual report will include a description of activities, publications, works, and reports completed, as well as a financial report (sources of income, budget and expenditure information, and a budget justification describes the expenditures for the year). CCIs may have multiple sources of funding, which may include state funds. All sources of funds as well as the use of funds shall be identified in the annual report. The annual report will be due to the Office of GRaSP every first workday in the month of October. The annual report will also allow the Office of GRaSP to review CCI operations with the intent to provide support and direction in facilitating amendments to the formation and structure of the CCI, if needed. The annual report will be provided to campus stakeholders including Sponsoring College Deans, AVP of GRaSP, Provost and VP for Academic Affairs, and the President. Annually, the Office of GRaSP will submit an annual list of active CCIs to the Office of the Chancellor, Deputy Vice Chancellor, Academic and Student Affairs, and Chief Student Affairs Officer, and the Assistant Vice Chancellor, Research to update the systemwide website including any updates to CCI personnel or changes to CCI purpose or mission. Five-Year Review of CCI Operations At every five-year mark, Director(s) will perform a comprehensive self-assessment of the activities and operations of their center or institute to include: An executive summary of the contributions of the CCI over the five-year period to the mission of the College, VlogƵ, and the CSU. Descriptions of significant faculty, student, and community involvement. A summary of activities, achievements, and programs of the CCI A summary of the financial status and well-being of the CCI, including any extramural or intramural funding support. A five-year plan for the future of the CCI describing future aims, activities, and outputs, including plans for developing fiscal stability and growth. Any amendments to the original operating procedures, the organizational structure, or the purpose/mission of the CCI. The Sponsoring College Dean shall provide a recommendation letter as to whether the center/institute shall continue, continue with stipulations or amendments, or a recommendation of suspension or closure. The recommendation shall include a rationale(s) for the recommendation. The Five-year report will be submitted to the Sponsoring College Deans and the Office of GRaSP. Suspension or Closure If the Director(s) requests the dissolution of their center or institute, a formal memo must be submitted to the Sponsoring College Deans, and the AVP of GRaSP providing the justification of the closure. Both must approve the request. Before closure, an accounting of the assets or deficits of the center must be made. It will be the responsibility of the Sponsoring College Deans to either distribute or allocate the assets or discharge the debt. If a suspension or closure is requested by other stakeholders, a formal memo must be submitted to the AVP of GRaSP providing the justification for the suspension or closure. The AVP of GRaSP will convene a meeting with the Sponsoring College Deans, and Provost to discuss the request. The Director(s) will be notified of the request. The Provost, Sponsoring College Deans, and the AVP of GRASP will provide in writing, the decision to the Director(s). The decision will either be to deny or approve the request. A decision leading to suspension or dissolution of the CCI can be appealed by submitting a formal appeal to the Provost with copies to the Sponsoring Colleges Deans and AVP of GRaSP. Appeals will be reviewed by the Provost. A discontinued CCI can be reinstated only upon submission of a new proposal and following the same procedure for review of a new CCI. Suspensions will be dealt with on a case-by-case basis where the Director(s) will work with the Office of GRaSP to rectify the reason(s) for the suspension where the Provost determines if the CCI is to be reinstated. Other Applicable Policies or Requirements The organization of CCIs shall follow the universitys policies and procedures that have been reviewed by the academic senate and approved by the President and greater CSU systemwide policy. The AVC for Research Initiatives (AVCRI) will act as the liaison in the CSU Chancellor's Office for university CCIs, providing support through the Office of GRaSP. The AVCRI will be responsible for maintenance of systemwide policy and guidance related to CCIs. . The by-laws of CCIs must delineate any lines of responsibility of the persons involved in Voting or of the Advisory Board concerning CCI operations. Amendments to the by-laws may be recommended by the Director(s) and Voting Members or the Advisory Board of the CCI. Amendments to the by-laws will be approved by the Director(s), Sponsoring College Dean, AVP of GRaSP, Provost and VP for Academic Affairs, and President. Budget(s) must delineate all resources to be allocated for CCI operation. The Director(s) is responsible for the oversight of CCI funds and activities. Director(s) shall report to a Sponsoring College Deans where the Deans must approve all expenses. The Sponsoring College Deans are accountable for activities, action of personnel, and all reporting functions of the CCI. The Sponsoring College Deans shall provide resources such as assigned time and funding to CCIs for their successful operation. CCIs will require external funding, and or start-up resources. These resources must be negotiated with the Sponsoring College Deans and other stakeholders with the expectation that the CCI will use productivity incentives to become self-sufficient. The Director(s) and members of the CCI are expected to seek and obtain extramural resources, grants, contracts and other resources needed for the organization to fulfill its mission. Information concerning CCIs will be distributed annually to the campus through existing information channels or mechanisms including the website of the Office of GRaSP. Failure to submit an annual report(s) may lead to the dissolution of the CCI.
